This working paper explores how digitally enabled carbon credit infrastructure could help unlock large-scale retrofitting in low-income multifamily neighbourhoods. Drawing on GDFA’s work within the EU-funded ARV project and an emerging pilot in Palma de Mallorca, it examines why conventional retrofit carbon projects struggle to scale and how digital MRV, automated issuance, district aggregation, and measured building performance could reduce transaction friction. The paper offers early insights into a more operationally viable model for financing building decarbonisation at scale.
